You don't need to monitor thoughts, per se. If this is a crime now, soon certain categories of body language will be illegal. Think of the possibilities! All sorts of involuntary sensory functions that we today consider totally normal will be punishable by jail time! I imagine the feminists would be all over these:

Do your eyes involuntarily jump to the sight of the female form, which your brain is hard-wired to do? Jail time!

Erection in public, for ANY reason? Jail time!

Did you just blush when that really attractive woman brushed up against you in the elvator? Jail time!

Okay, a woman is speaking directly to you, which tacitly provides you with permission to look at her. And you are maintaining direct eye contact. Good, good. But wait... what's this I see? Your pupils are dilating? Jail time!
