WASHINGTON - A special prosecutor's long-delayed report charges that a coverup at senior levels of the Clinton administration killed a tax fraud case against ex-cabinet member Henry Cisneros, the Daily News has learned.
David Barrett's 11-year, $23 million probe, which will be released tomorrow, states in stinging terms that this Clinton coverup succeeded.
Cisneros was forced to admit in 1999 that he had made secret payments to a mistress before serving as Clinton's secretary of Housing and Urban Development.
Barrett investigated tax fraud charges stemming from those under-the-table payments.
Then-IRS Commissioner Peggy Richardson, a close friend of Sen. Hillary Clinton (D-N.Y.), was involved in efforts to quash the probe, a source close to the case alleged.
But Richardson's role was cut from Barrett's report, which went through 26 drafts, because Democratic law firm Williams & Connolly successfully pressured Barrett to remove a section of the report naming her, a source said.
The law firm represents Cisneros, former President Bill Clinton and Hillary Clinton.
A Williams & Connolly attorney declined to comment.
Before Cisneros' 1999 guilty plea, Barrett's office began a second phase based in part on allegations in a 1997 memo to IRS headquarters by whistleblower John Filan, an IRS criminal investigations chief in Texas.
In a memo obtained by The News, Filan accused top Clinton officials, including senior IRS lawyer Barry Finkelstein, of covering up Cisneros' tax fraud case by transferring it to two inexperienced lawyers in Washington.
Filan wrote that the two got orders "to kill the case from Barry Finkelstein at the outset."
Reached last night, Finkelstein declined to comment.
One of Cisneros' then-defense attorneys, Cono Namorato - who is now chief of IRS internal affairs - referred a reporter to Barrett's report.
gee, i wonder if anyone will ask John Kerry why he assisted in having this report redacted and quashed.
When this was going on - Rush was about the only voice out there .. but now .. with the extensive talk radio and internet access to this information .. the Clintons can no longer hide their dirty laundry.
The REAL TRUTH of the Barrett report will come out - because some people have already seen the original report and know what parts were forced to be removed by the Clinton lawyers.
Bottom line is that it is INCOME to her and she needs to declare that income on her taxes....

Whether it is or is not income is an interesting question.
Is it payment for services, or a gift, or support of a dependent? Support of a dependent is not normally taxable. For example, you can give your child a place to live, a fancy education, and great food, costing hundreds of thousands of dollars a year, and there are no tax consequences.
Cash gifts are treated differently, but they are taxable to the giver, not the recipient.
In any event it needs to be declared...payment for services rendered, silence, gifts etc, the taxes need to be paid period and there is no latitude. Failure to delcare this the tax fraud
Actually, Cisneros was the one being investigated...on the face of it, he didn't have the income to spend the money he was spending. That's a red flag for the IRS.
Another close friend of Hitlery's, Doris Meisner, headed up the INS and let Mohammed Atta and the boys enter the US on student visas that they overstayed in order to plan their attack on 9/11. That cost us 3,000 lives and trillions of dollars in the aftermath. Jamie Gorelick was busy in the Justice Dept. building the wall between the FBI and CIA to protect the Clinton/China nexus. How many FOHs endangered our country during the Clinton years? Inquiring minds want to know. That should definitely make an interesting campaign ad when the Hildabeast runs in '08, but the panty-twisting Republicans would be afraid of mentioning the treason of the Clinton years.
