If shown to be knowingly involved in this, they should be seriously disciplined. But I don't see any reason punishment should be any harsher than when guys get caught doing other stupid things.
They may have violated the second part of 'don't ask, don't tell'. In any event, it is an assault on morale, good order and discipline. They may get by with a general discharge.
