Hyperbole. Just as there are random women in the workplace who cry harrassment on flimsy grounds, there are random men in the workplace who deliberately leer at female co-workers with full knowledge that it makes them uncomfortable. That's why they do it. To suggest otherwise is disingenuous.

Willie don is a good guy. He publically endorsed bush in 1992. He publically wore a duckie suit. He is good friends with ehrlich and has some connection with ehrlich's wife.
He hated glendenning. He publically called him an evil man.
The first look was probably OK. Making her come back so he could watch her walk away again was harrassment.
That's the way to look at it. Their loss!
This is sexual harassment. Not the fact that he "ogled" her like a piece of meat and not like a colleague worthy of any respect (it was clearly not just an appreciatory glance, but a long, obvious "ogling"). That's just a dirty old man, and there are all kinds of people in this system of things.
The harassment was when he made her come back and walk again for his personal amusement. That is not appropriate behavior, especially when dealing with a subordinate. It's not even close to appropriate actually.

If you look at the video, the whole room laughed when he said it, the governor had a slightly uncomfortable grin and was probably thinking, "there goes William, again," and the girl smiled at him as if she knew the drill. Anybody who grew up in Maryland knows that WD Schaeffer has been an off-the-wall character all his life. People just accept him as he is and move on. He's the guy who complained that order takers at McDonald's don't speak english anymore. People complained, but he's still the comptroller.

The 24-year-old's father, Allen Krum, called the incident sexual harassment, saying her family is very upset. Mr. Krum, however, said he doesn't think the family will pursue legal action, instead leaving that decision up to his daughter.
WBAL-TV 11 News reporter David Collins reported the episode with Krum marked one of several peculiar exchanges between Schaefer and female state workers during that same meeting.
Schaefer spied another delivery of tea by a different staff member. When she left the room, Schaefer commented, "Poor child."
The former governor also flirted with Elizabeth Grieb, president of the Maryland Zoo in Baltimore.
"You're a pretty little thing," Schaefer told Grieb. "Are you married?"
When she answered yes, Schaefer feigned disappointment, but didn't give up. He later singled her out during the meeting, asking her to stand up, and told the crowd of her marriage of three years.
After talking to Krum on Wednesday, Schaefer said she was embarrassed.
A spokesman for Schaefer, Mike Golden, said the comptroller declined to elaborate to reporters on the incident. "We have really nothing further to say," Golden said.

As "Cute" as it is for a geezer to look at a pretty girl,
to get her to walk around for him is just vulgar and creepy.
Especially since she was in a position where fighting back or calling him a jerk could have cost her job.
