Some women would take the leering by a very old man as a compliment.
Some women are insulted that they aren't leered at. One day at work, in an office, there were a couple of guys having a secretary do something for us. She was a very nice lady, but a little, just a little on the big side. She said, "How come nobody ever tells me that I've got a nice a**"? So I said, "Gee, Cathy, you have a really nice a**". She beamed and thanked me. True story.
Icewater in his lap. I agree. Let's not make a Federal case, literally, out of this. But it is a matter of respect and politeness. The commanded return trip crossed the line. Men ought to exercise some discretion while ogling, or risk certain consequences.
