I remember being in the hospital about 20 years ago, before the smokers were all booted outdoors. The carpets in the semi-private rooms were riddled with cigarette burns.
Even young people set their houses on fire and burn themselves to a crisp by falling asleep while smoking. The health issue is the woman's own problem (although I see she's only been smoking since the age of 83). The safety issue is another thing altogether.

The safety issue is another thing altogether. Don't forget...it's likely many of the residents are on oxygen therapy. That doesn't mix well with smoking.

Fires start all the time, and not always by a careless smoker.

This is the U.K. so I don't know about the regs, but on this side of the pond I'd have to say 95% any long term facility that has been built or renovated in the last 20/25 years has mandatory sprinkler systems, so at least Granny would probably only off herself.

Biggest cause of home fires in winter are improvised heating devices.

The carpets in the semi-private rooms were riddled with cigarette burns. So why do you think this is your problem?
