Just ignore that we are developing nuclear capabilities, that's just for electricity.
And also just ignore that we are at the same time developing missiles that are capable of carrying nuclear warheads far distances.
They have nothing to do with each other. Really.

They need the missles for their nuclear power program. That way they can move generators, by rocketing them from one side of Iran to another quickly and efficiently, thereby giving all Iranians equal opportunity in obtaining cheap power that they will need in the future to cut their dependence on oil.
