Article Two of the constitution establishes Islam as the official religion of the state and a basic source of legislation, meaning that no law can be passed that contradicts the fixed principles of Islam.
What the author is missing is that Islam is fundamentally against pluarlism, and that a law tolerating Christians, for example, would be against the Koran which bids its followers to slay the infidel.
