I guess if a bar is considered a public place when it comes to smoking, the next (il)logical step is arresting people in bars for public intoxication.
And people that agree to go to a bar could be arrested for "conspiracy to commit public intoxication" and people that go to a bar alone be arrested for "attempted public intoxication".
