government should not be involved in end-of-life decisionsThen why is a governor able to grant an 11th hour stay of execution?

Then why is a governor able to grant an 11th hour stay of execution? I think the law permits him to do that for death penalty cases after conviction of the crime. I doubt if you can apply it people that haven't been tried and convicted.
