Just what does that mean?

My guess is that nominal means "in name only".I wouldn't call much of their actual behavior compliant with Buddhist
or Christian ideas.

Sorry Diva,I thought you were responding to the Mongol article above,which coincidently uses the term "nominal" referring to the Mongols religious activities.
Now that I recognize my mistake,I'm curious about that as well.
The original article seems worded strangely in other places
