Fox to speak to legislators in Sacramento

Mexican President Vicente Fox is expected to arrive in California today, hoping to shore up his argument that Mexico's strong economic ties to the United States make it a natural partner in solving the conundrum of illegal immigration.

Fox is scheduled to speak before the state Legislature today and to meet privately with Gov. Arnold Schwarzenegger and Assembly Speaker Fabian Núñez. On Friday his itinerary includes addressing the California Chamber of Commerce and Latino business leaders before he flies to Los Angeles.

Mexico is California's No. 1 trading partner, "so a growing Mexican economy is also good for California," Schwarzenegger said at a Capitol news conference Wednesday.

Fox's four-day sweep of Utah, Washington state and California comes in the twilight of his one-term, six-year presidency, which ends in December.

Fox has staked much of his legacy on forging closer ties with the United States, a goal unique to his presidency. He has tried to convince Americans that in a global economy, Mexico and the United States, already major trading partners, share regional labor market, energy and security interests.

He has sought to portray his presidency as an unprecedented democratic start to address the roots of illegal immigration, including a chronic lack of opportunity that pushes migrants north toward jobs available here.

In Utah on Wednesday, Fox said, "It is not with fences that this problem will be solved." But he is not expected to dwell on controversy over enforcement measures.

U.S. Republicans and Democrats alike praised his election, although some Republicans, especially in the post-9/11 climate, have turned against him and labeled him a meddler who is trying to foist off Mexico's poor on the United States.

John and Ken were playing this off as California's last day in the Union. They said he was going to announce the annexation of California, and they'd be the first ones deported.

I'd laugh if there weren't such a ring of truth in it.

There should be a pretty good crowd on both sides up there at the Capitol, at least some of them will be legal. ;-)

but he never says what the "answer" is....
