My take on this.
It appears that as Iraq was bracing for a possible attack from the USA, that air defense positions were being prepared. At some point someone pointed out to Uday that chemicals were buried at one of these positions. This memo looks like a response to a request from Uday to find out about this one particular position where he was told that chemicals had been buried and that the current Military Industrialization Commission had no knowledge of.
This response memo to Uday's request for information appears to confirm what someone told Uday about chemicals being buried there.
If indeed this is the case then this position should not be hard for the coalition troops to check given that the memo pretty much identifies the area: Fallujah region at a quarry once used by the Korean company SamSung.
There is a large F.O.B. in the area called Camp Anaconda. Maybe we should send this translated memo to some of the troops there to see if this can be further investigated?
