In spite of this history that efforts to close the borders and to build fences at the borders have dramatically INCREASED the flow of illegal workers into this country

This hasn't been tried, really. With a few miles of fences up, it is simple for those who want in to cross instead at locations with no fencing (or ineffective fencing.)

Yep.
You have 2000 miles of boarder, you build funny, short, weak "fences on a few miles of the boarder and what's going to happen?
Of course the people at the other side, rush through the HUGE GAPS left in the between the short stretches of "fencing".
That's a no brainier.
What we need is a strong, hi-tech, COAST TO COAST wall, backed by whatever number of boarder guards we need, dogs, UAV's, whatever it takes to do the job.

Its very simple proposition.
