According to a S. Korean newspaper, apparently, this guy, a Chinese who is a part-time worker at the airport, wanted to do his daily morning exercises at the seashore. So he must have tried the shortest route to get there, by crossing the runway.

It's a strange story. Haneda spends a good bit of money for good security, but then they hire this worker.
