Here in the south, it is illegal to be intoxicated 'publically'. Which is a catch all because a bar is 'public' once you leave the doors (and in one part of Georgia they were going around INSIDE the bars and testing people for "public intoxication" but that got stopped as it was 'private property').
My guess is the opponet saw an opportunity to tarnish this person who had a few drinks.
Either that or he is a lush. There are alchoholic Republicans I'm sure. Republican doesn't equal perfect.
It's not the intoxication part that got him arrested, it was the public part that got him popped. I believe quite a few states has such laws on their books.
