WASHINGTON -- Secretary of State Condoleezza Rice is sending a message to the Cuban people imploring them not to flee the island for Florida because of political uncertainty.

WASHINGTON -- Secretary of State Condoleezza Rice is sending a message to the Cuban people imploring them not to flee the island for Florida because of political uncertainty.
Rice's message will be transmitted over U.S. government radio and television stations that are beamed to Cuba, State Department spokesman Tom Casey said.
That same message has been relayed to the Cuban people for years, particularly since the announcement on Monday that President Fidel Castro had temporarily transferred power to his brother Raul because of an intestinal ailment.
The State Department was planning to release a transcript of Rice's remarks prior to their broadcast over Radio Marti and TV Marti Friday evening.
The stations have limited audiences because of Cuban jamming operations.

Makes you wonder if she's being clever and trying to shape events or just carrying water for some nervous people in the Bush administration during an uncertain midterm election year.
I beg to differ. The first wave was great. The Marielitos were not.
My wife did an anthropology thesis on this -- speaking Spanish with the second wave immigrants. (She's very Anglo). This was in the early 80's. They were a shiftless bunch, at least the ones that wound up in Boston -- trying to freeload from the system. They weren't mean or vicious for the most part, but they weren't much of an asset either, unlike the first group of people who had to flee Castro in the 60's.

It's strange there is nothing coming out of Cuba which would prop up Castro as improving in health in some way in this time. Seems like Tuesday was the last time we heard anything where supposedly Castro claimed he was "stable".

Of course. When the regime falls their will be no penalties, no enforcement from the Cuban side on immigration. 100,000's of Cubans will come to America and they can't be kicked out because of the special privileges given to Cubans that can get to our soil. I would if I were them. Plus there is Bush's call for immigration amnesties acting as an enticement.
Rice's call is a sign of weakness, like the annual calls to Syria to stop supporting terror in Iraq. Fruitless.
The special law for Cubans needs to be changed now. That is the only thing that might deter a mass exodus.

OK, you're a poor Cuban who want to come to America. American laws will privilege you with special rights if you can set your toe on American land. What's going to stop you Rice's words? No. Coast Guard and navy deployment might.
If there is no deployment to back up Rice's words, it's another blunder, another showing we're not serious about immigration enforcement.
