I think La Raza may be more interested in instructing people where to go rather than shutting down such operations.
I am reading a book on LA police detectives called Homicide Special that details a case involving the murder of a Russian prostitute. All the people involved are mobsters and most are illegals. (The girls get to America by getting a tourist visa to Mexico and coming over our open border.) The detectives have a hard time getting these people to talk but it apparently never occurs to them to call the INS or threaten witnesses with deportation. Another book on the Russian mob quotes a NY detective: "Why are we being victimized by noncitizens who can run to Israel or Russia and can't be extradited? The Russian gangsters have told me that they've come here to suck our country dry. My Uncle died on the beaches of Normandy defending this country. How did the Russian mob become so entrenched?" Any foreigner who is seriously suspected of being a criminal should be shown the door, the old "no visible means of support" rule should apply. An elite that takes the position that the interaction between foreign criminals and the American public has nothing to do with them, they won't play favorites, is an elite that has broken the compact and doesn't deserve respect, support or obedience. But as long as you continue to respect them, continue to tolerate their treason, continue to show them you'll submit meekly, continue to fight their wars, tote their barges, and lift their bales, then they'll continue to rape and rob you.

On entering Chicago, an illegal can find them in less than an hour. Day labor agencies run them through the mill by busload. They operate in the open. Law enforcement at all levels knows how to find them, as do many of the rest of us.
If current laws that are easy to enforce are not enforced, by law enforcement at any level, what makes people think that MORE LAWS and MORE MONEY will change anything?
99% of the sales are "victimless" crimes. 1% are to fake ID customers who are terrorists, murderers, robbers, rapists, etc. That 99% of the market is to illegals who cause no problem gives the true criminals a cover.
The solution is a program that separates the good illegals from the bad illegals, makes the good illegals legal with legal identity ... and of course, apprehends the bad illegals and deports them on a slow barge via the tip of South America to their homeland.
We need to face reality. There will never be a sustained enforcement of victimless crimes.
The creation of criminals who would not otherwise be criminals just strengthens the network for the real criminals.
Of course, more than half of the real criminals who seek fake ID from this cartel are citizens and not immigrants. So there is a higher percentage of citizens than immigrants who are the real problem.

Statistically, many more Asian and European immigrant prostitutes, Asian and European organized crime, etc come accross from Canada than from Mexico. The Canadian border is a bigger joke than the Mexican border and the border of choice for those not already south of us.
By that same charge, let's end the drinking age. Kids are getting fake IDs just so they can commit a "victimless crime".
