This is completely predictable. The Hezzies are going to try to bait Israel into a reaction. When questioned about these rockets, they'll say it's not their fault because they're not really an organized army, or because their communications systems were damaged, or some other bogus excuse. Twelve hours from now, there'll be some other provocation. It's their usual routine, attack then deny responsibility.

Question - should that excuse Hizbullah? How should the Israeli military respond?

Nah. The Israeli military will respond in a limited way, and the Hezzies will continue provocative action at a level carefully calculated to make a general response look excessive. This is Arab warfare plan D, the 'nibbled to death by ducks' offensive.
