North Korean leader Kim Jong Il has criticized the North's traditionally close allies China and Russia as unreliable and said Pyongyang must surmount the current difficulties it faces concerning its nuclear development program on its own, according to diplomatic sources.
Kim's skepticism toward China and Russia was expressed at an ambassadorial meeting in Pyongyang, which took place July 18-22 soon after the July 15 unanimous passage of a U.N. Security Council resolution condemning the North's test-firing of missiles, the sources told Kyodo News. Kim's open criticism of the two countries apparently underscores North Korea's willingness to risk international isolation. China has been asking North Korea to exercise restraint and return to the six-party talks on the North's nuclear ambitions but the chilling of bilateral ties may limit China's influence. The talks involving China, Japan, North and South Korea, Russia and the United States have stalled since the fifth round in November last year. The sources said the ambassadorial meeting was called urgently in late July, when Kim's views, such as ''We should try to resolve all challenges by ourselves,'' were presented. Kim himself did not attend the meeting, according to another diplomatic source. His views might have been conveyed by senior officials. North Korea's Foreign Ministry totally rejected the U.N. resolution on July 16, releasing a statement vowing to strengthen what it calls the deterrent power for self-defense purposes. It also indicated the possibility of test-firing more missiles and continuing nuclear development. Kim had also instructed all ambassadors at the meeting to implement the statement, the sources said. On the missile issue, China and Russia initially opposed adopting the U.N. resolution itself but eased their opposition after Chinese Vice Foreign Minister Wu Dawei failed to draw a compromise from the North, such as halting further test-firing, when he visited Pyongyang. China and Russia accepted the U.N. resolution presented by Japan and the United States after the paragraphs on economic sanctions were removed. ==Kyodo |
