There have been many on this board who have opined that Bush had a problem with having/leaving enemies within his administration. Where was the very clever and able Karl Rove? If Mr. Bush was too decent to remove all of his enemies from his own camp, where were his faithful advisors?

Carter was regarded as a decent man by people on both sides of the aisle. His "legacy" is none too admirable.
