THAT'S a very good question. Too much enforcement at one time I guess. It might make then tired or upset some "advocates".

a. DMV is not equipped or empowered to make arrests
b. This is a federal enforcement issue
c. We aren't funded to do so
d. The State of Colorado cannot be expected to expend scarce resources on what is considered a "petty crime"

f. The "officials" to whom these documents were presented probably include a goodly number of folks from the same ethnic background as these "illegals", who warned them to skedaddle.

i. If we shipped them home immediately, then what would we do with all of these "investigators" we've hired? They'd be sitting in the DMV with nothing to do.
j. If we got further involved it would mean we would have to actually start looking for the people who are supplying the documents, and we dont have the funds for that and the local cops are too busy writing speeding/parking tickets so that the city/state doesn't have to appear to be raising taxes.
