Yes, it is.
As I remember it was a numerical artifact that he was attributing as evidence for cold fusion.
I'm afraid I quit paying serious attention to cold fusion before that point, so I don't recall what conclusion he came to (if any). To a layman like me, his work seemed more serious and credible than Pons and Fleischmann.
