10 Questions for Carpentersville Trustee Paul Humpfer

A little while ago, I asked Carpentersville Trustee Paul Humpfer if he would answer some questions for me to post here on the site. He graciously accepted. These were questions that you would never see the local papers dare ask, for fear of ruffling the feathers of the pro-illegal alien lobby.

These have been cut and pasted, as I told Paul I would not alter, or truncate his answers in any way so they could not be misconstrued by anyone.

1. What prompted the ordinance?

Increasingly, Carpentersville residents have complained about overcrowded houses in the Village, many times caused by people who are here illegally. Some homes are so overcrowded, people are living in garages. I believe Carpentersville has more garages with curtains covering the window than any other town in northern Kane County. One resident observes, each morning at 5:00 AM, six adult men leaving a garage and urinating in the back yard, and then jumping in a van to head off to work. Would this be acceptable in your town? Identity theft has also become a problem. We learned illegal aliens can purchase a driver's license for $200, and for another $300, they can add a Social Security card. Our police department recently arrested individuals responsible for falsifying identification. In addition, some real estate agents may be assisting illegal aliens in obtaining falsified identification to finance and purchase property. Finally, the local school district lobbied and passed an $88-million dollar referendum to pay for overcrowded classrooms. To educate one student costs the school district $7,700 a year. If there are 1,300 students whose families are here illegally (probably much higher) of the nearly 18,000 students in the district, the cost to our taxpayers in Carpentersville is over $10,000,000 annually. This is unfair to our residents, to be forced to shoulder the burden of scofflaws. The increasing property taxes are forcing some long-time residents, our senior citizens, out of their homes. Carpentersville and the school district rely on property taxes as their major source of revenue, not income taxes. Our residents have said, "Enough is enough," and have implored us to take action.

2. Do you know what the crime stats are in Carpentersville for illegals? If not, why?

Sure, each gang bust in the Village nets either illegal aliens or people who are here because their parents are illegal aliens. We have many cases of auto accidents where the driver has no insurance and no driver's license. Recently, an illegal who reportedly was caught speeding had a driver's license indicating he was born in 1926, but the individual appeared to be in his early twenties. Another illegal alien from Carpentersville apparently was driving drunk and slammed into the back of a minivan, killing a mother of three. A legal Carpentersville resident crossing the street to get dinner was allegedly hit and killed by an illegal who fled the scene, but was followed by a resident until the police were able to apprehend the driver.

3. What do you say to your fellow trustee Linda Ramirez-Sliwinski, calling the ordinance "racist"?

I would encourage her and anyone else to read the ordinance. There is nothing in the ordinance identifying anyone's ethnicity or race. We want this law to be applied fairly, evenhandedly and consistently. This is not about race; it's about illegal activity in the Village. "Playing the race card" like this is racist on its face, especially when we're really discussing scofflaws.

4. What do you see in the future of Carpentersville if you don't pass this ordinance?

Currently, Illinois is estimated to be fourth highest in the Nation with the number of illegal aliens. Many illegal aliens are hiding in Carpentersville and surrounding communities. If we are not able to pass this law, I fear our Village President Bill Sarto and Trustee Linda Ramirez-Sliwinski will move to make Carpentersville a sanctuary city, where our police will be restricted from even asking if someone is here illegally. Illegal aliens will flood our town because they know the police have their hands tied.

5. If you do pass it?

The welcome mat for illegal aliens is removed from Carpentersville. Our Police Department will have another tool to assist them in addressing the illegal alien issue.

6. Do you believe that all of the protestors who showed up at the October 3rd Village Board meeting, and those outside the Village Hall, were "residents"?

We know many of the protestors were paid to come and were bussed in from Chicago and Elgin. I don't understand why some Village Board Members feel they need to represent people who are not residents of this town. This is a Carpentersville issue and problem, not Chicago's and not Elgin's. These same Board Members should listen to their constituents only. However, they appear to be uninterested in the opinions of Carpentersville residents, since they have shut down all discussion on illegal immigration.

7. At whose expense was the massive police presence at the last meeting?

The property taxpayers of Carpentersville and surrounding communities paid for the police presence. Carpentersville belongs to a task force with surrounding communities to provide mutual assistance in situations like this. The financial impact directly to the Village was minimal for the October 3 and October 17 meetings.

8. Do you believe it was the supporters of your proposed ordinance, or the opponents of the ordinance, who posed the threat that necessitated the massive call out by the Police?

Absolutely, it was the people who oppose the ordinance who caused our Police Department to call in for assistance in controlling their actions. The people opposing the ordinance had the bullhorns, inciting the crowd. Our residents don't need bullhorns, but they do want their opinions heard.

9. Were you aware of the intimidation occurring outside of the meeting, and the police departments' lack of response to this intimidation by protesters?

Many residents of Carpentersville did not attend the meeting because the protestors intimidated them. Most residents could not get into the meeting because protestors from Chicago and Elgin took their seats. According to our attorney, we must allow everyone who wants to voice his or her opinion the opportunity to be heard. A majority of the Village Board then told our residents at a subsequent meeting on October 17 that they do not want to hear the opinions of residents on illegal immigration by attempting to table the ordinance indefinitely. Intimidation is not only going on outside our Board room, but it is also going on inside the Board room.

10. Will Carpentersville be a better place to live and work, if your ordinance is passed?

Yes, Carpentersville will be a better, safer place to live and work when this ordinance passes.

I was raised in C'Ville. My old neighborhood is now at least half Mexican and he is absolutely right. The issue is that rooms are rented out and then too many people are then living in too small of a space. The landlord doesnt pay taxes on these tenants while costs are driven up in the schools and the extra load on community resources. C'Ville has grown out to the west with more expensive houses, but its the older part of town (built by Carpenter starting in the 50's), that is most affected.
At least they dont have drive by's anymore.

i was an ins agent assigned to the chicago district during the seventies and early eighties-back then even,carpentersville was swarming with illegals-like elgin,aurora,joliet,hanover park,addison,etc,etc-i can't imagine what it's like today-it was like shoveling sand against the tide-no matter how many we locked up,they poured right back in- these days "ICE" doesn't even seem to try-retired within a week of becoming eligible-who needed to run in place for a government(clinton administration)that was actually trying to subvert our mission??

i won't argue that point at all-no one wants to really deal with this except maybe ron paul,tom tancredo,and james sensenbrenner and sessions,cornyn,and inhofe in the senaate
