Wouldn't that make everyone in the world under the jurisdiction of the U.S. government? My comment wasn't meant to apply directly to Rasul. My beef was with the "generally intended for only American citizens" portion of the statement. Read literally, this would mean that non-citizens in the United States have no rights.
