NKorean army to take over if Kim dies without heir: report

North Korea's powerful army is likely to seize power should leader Kim Jong-Il die without having a successor firmly in place, according to a report commissioned by South Korea's parliament.

The research paper, seen Tuesday, said that even though the army could step in after his death, Kim is not likely to face a coup during his lifetime.

"If Kim Jong-Il dies, the highest possibility is that the military may take power," said the 100-page report commissioned by the parliament's intelligence committee.

Under such a scenario, three crack units deployed in and around the capital Pyongyang would be among the first to move in.

"The most noteworthy is the unit commanded by O Kuk-Ryol of the (ruling) Korean Workers Party's operational department," it said.

"Of Kim Jong-Il's confidants, O Kuk-Ryol is regarded as the most powerful."

It added that the relationship between Kim and the 75-year-old four-star general dates back to his childhood and Kim completely trusted him.

"Differently from other commanders, O is invested with rights to command his unit at his own discretion without interference from the party's political bureau," the report said.

Kim took over from his father, founding president Kim Il-Sung, in the communist world's first dynastic succession. But the younger Kim, who will be 65 in February, has not publicly named a successor.

The report said Kim's priority is not overcoming economic difficulties through reform or establishing diplomatic ties with the United States.

Rather, "it is no less than the stabilisation of the regime through the completion of the system for succession."

Media speculation has been rife that Kim may anoint his successor from among his three sons, to preserve his dynasty. Some experts see Kim Jong-Chul, 25, the second son, as a frontrunner.

They say eldest son Kim Jong-Nam, 34, has been losing ground after being embarrassingly deported from Japan for illegal entry on a forged passport in 2001.

Jong-Nam's mother was Song Hye-Rim, Kim's former companion, who reportedly died of heart disease in Moscow in 2003.

His two rivals -- Kim Jong-Chul and Kim Jong-Woon, 22 -- were born to Ko Yong-Hui, a former actress who died last year.
