I lived in Fremont county for five years. There are 14 prisons in the county, last time I checked. The county has a prison mentality since just about everyone has a relative that works for the prison systems, or knows someone who does. At the prison in question, many prisoners are kept underground and never see sunlight again. Guess they have to be put some place. They should just execute them. Makes no sense to keep them there.
Perhaps they will come to repent. A slim hope, to be sure, but the Lord calls us to repent, so they should at least get the chance to do that.
