U.N., hit by scandal, restricts procurement staff

UNITED NATIONS (Reuters) - The United Nations, stung by a growing scandal in its purchasing department, imposed job restrictions on Friday on all staff involved in buying goods and services for the world body.

The new rules, which take effect immediately, prohibit U.N. employees involved in any aspect of procurement from soliciting or accepting a job offer from any vendor doing business with the United Nations.

The regulations also bar departing procurement staff from seeking or accepting a job for a period of one year from anyone involved in selling goods or services or seeking to do so.

They also prohibit former employees, for two years after leaving, from representing any third party in dealings that were part of their official responsibilities while working for the United Nations.

The United Nations has been aware for some time of problems in its procurement activities, "which we are now trying to redress," said U.N. chief spokesman Stephane Dujarric, calling the new restrictions unprecedented.

The rules were announced a day after Indian businessman Nishan Kohli pleaded guilty in a Manhattan federal court to bribing a U.N. purchasing official with two luxury apartments in return for help in steering more than $50 million in U.N. contracts to companies he represented including Indian government-owned Telecommunications Consultants India Ltd.

The purchasing official, Sanjay Bahel, pleaded not guilty to bribery in November and is scheduled for trial on May 7.

The United Nations has been investigating its procurement department for several years but only last January placed eight officials on leave. Three of the eight have since been exonerated, two others were reinstated but asked to respond to allegations of mismanagement and three remained on leave pending completion of the investigation.

In an earlier case, procurement aide Alexander Yakovlev of Russia pleaded guilty in U.S. federal court a year ago to wire fraud and money laundering.

The UN is sh*t. There is no further discussion or analysis required. That this UN is sh*t is a common and verifiable fact. Dissolve it.

The UN employees weren't doing anything their bosses weren't doing. Kofi set an example, that's all.

Does this mean that Kofi Annan will not be able to go to work for Ahmedinejhad for a year?

I guess he will have to live off his oil for food money till the time limit runs out.

Not sure,but probably close to where he has his loot from oil for food hidden, Probably Switzerland. You can bet he wont be taking his white wife to Ghana.

yes, he actually is moving to switzerland. any yes, it is probably to be close to his money, not to mention that the swiss don't like to extradite.
