Apparently, the Bar has been suspicious of Nifong's actions in this case since the beginning.

That file was likely opened based on a complaint from the defendants through their defense counsel.

I'm guessing the bar "opened a case" when it got a complaint. It took from March 30 to now for the bar to review the case and come to a finding. That's why the date would be as they are. Someone who knows the bar process could check and correct me.
Also - please put me back on the Duke ping list!
