Why not sell the state capital and let the law makers lease their offices from the owner?
Sell the governor's mansion..and let him lease it back.

Did they also leave out the use of Eminent Domain to seize your land and property, for private use? A road (even a privately-operated tollroad), by definition, is not private use.
