Interesting. The rather long article relates all of the irregularites and misrepresentations that were found in the perp's school records. Whether or not the missing money went to fund terrorism, there clearly was theft and fraud involved here. Yet the Mercury News chose this subheadline:

Even if it's not terrorism, Muslims have been scamming the system from one end of the country to another.

This story is similar to one in Phlly a few years ago: grant money for a school was scammed into the pockets of a local Imam's wife, both of them Black American converts.
