France - Vichy Gov't
Croatia - Ustashe
Hungary, Romania, Bulgaria (allied with Germany)
Czechoslovakia/Poland - partly direct German rule
Ukraine would have gladly established a collaborationist regime had the Germans treated them with more intelligence.
Italy - on board
European Russia - would have been ruled by Germany with an iron fist, mass-exterminations and slave labor camps.
The peripheral countries didn't need to adopt a strict NAZI-style regime - just a collaborationist regime that would become part of Germany's economic sphere. A more loose confederation than Eastern Europe was under Russia, but a more productive one due to fascism allowing capitalism and communism destroying the most productive members of society.
