Someone tries to cross the border, they get sprayed and the border patrol can pick them up at their leisure.

Projects are rarely ever funded fully in one fiscal year. The fence is going to take a few years to build so it will be built in phases across fiscal years. I'll eat crow if there's no money in the FY 08 budget for continuing construction. Until then I'm not going to trash the President.

Bush signs a token bill, Mexican government makes a token protest. Now he yanks most of the money and will see to it that the $1 billion authorized doesn't actually get spent.
Regardless of whether you supported or opposed the fence, it was passed. So it should be built. Bush is basically crapping on all the GOP activists who pushed for it and have supported the GOP. Bush has increased the cynicism of voters in whether their vote or advocacy can ever be effective.

To build support for a border fence, legislators needed only one item pandering on an issue that did nothing but provide red meat for their base. But to build the fence, the lawmakers needed two more items legislation and funding.
Not much Bush does surprises me any more. I'm very, very disappointed in him!
