What's the penalty for violating the "ban".?

I only hear the word used by young blacks in conversation on the subway.

They already have the death penalty for using the n word in NY. What's the point in "banning it"?

Lawmakers should be smart enough to realize that they can't make laws banning words - First Amendment.

"How about banning the M F word."

Now that's going a bit far, don't you think? How dare you suggest such a thing!

"Congress shall make no law...abridging the freedom of speech"
-U.S. Const. amendment I, § 1, cl. 3.

"No state shall make or enforce any law which shall abridge the privileges or immunities of citizens of the United States"
U.S. Const. amendment XIV, § 1, cl. 2.

But then when most legislators read "shall not be infringed" to mean "go ahead and infringe all you want", it's no surprise they can't comprehend the rest of the plain English text of the Constitution either.
