So Banco Delta Asia is effectively killed for dealing with N. Korea. However, Treasury Dept. left to BDA the task of disbursing N. Korean money in its account.
It is almost certain that at least part of the money frozen(total of $24million) will be released. It is not clear that all of the money will be released in stages or not, but quite likely.
