Bush should just pardon the passengers, make a big announcement about it. The 'rats will go nuts so what. The president's pardon power is almost absolute (ask 'Toon)

No, a pardon implies the passengers do not have a iron clad defense in court for the charge.

I believe pardons apply yo criminal matters, not civil.

Bush is a coward when it comes to doing what any real leader would. He won't pardon anyone, he won't even call the Democrats to the mat no matter how disgraceful their behavior.
He is above it all. I'm personally tired of him letting the left stomp all over him, America, and our soldiers.
