N. Korea Holds Off On Reactor Pledge Transfer From Macau Bank in Dispute

BEIJING, April 20 -- Despite assurances from U.S. and Macau officials, North Korea said Friday it is still negotiating over possession of $25 million in North Korean accounts frozen by Macau banking authorities for 21 months.
U.S. officials have repeatedly declared the complicated financial dispute resolved, but it has persisted in preventing implementation of an agreement Feb. 13 under which North Korea pledged to close its main nuclear reactor and allow verification by inspectors from the International Atomic Energy Agency.
That accord was hailed as a breakthrough in nearly four years of on-again, off-again multinational talks aimed at dismantling North Korea's nuclear weapons program. Under its terms, the U.S. Treasury was to free the funds within 30 days, and North Korea was to stop operations at the Yongbyon reactor within 60 days. Both deadlines were missed, leaving the six-nation nuclear talks stalled again.

N. Korea wants these accounts holders to be exonerated as well. In addition, N. Korea demands that it can be allowed normal access to international financial system, that is, it wants all sanctions put on its financial transactions to be lifted. In essence, it wants the abrogation of U.S. financial sanction. This is more than just asking for the release of $25 million. This is what local S. Korean media reported in a last couple of days. If this is true, once again, N. Korea is pushing the envelope.
At the least, they said it will take more than a month to transfer the entire $25 million to other banks. Most banks are leery of accepting N. Korean money. They have trouble finding friendly banks which can do business with N. Korea. So it is not hard to surmise that N. Korea could take their time, putting more heat on Bush admin which is anxious for quick visible progress, and attempt to force the admin to abandon the entire financial sanction altogether.

North Korea Fires Prime Minister
North Korea abruptly fired Prime Minister Pak Pong Ju. While the reason for the dismissal has not been disclosed, observers note that Paks dozing during a musical performance praising Kims leadership with the songs Love of Comrades and Always looking up to the Leader was the final straw. Kim is especially fond of these tributes.
Pak reputedly has been in the dog house since Kim discovered that Paks suggested name for the nations intercontinental missilethe No Dongcaused a loss of face.
Falling asleep during a ritual homage to Kim wouldve been bad enough, said Alexander R. Vershbow, U.S. Ambassador to Korea. But coming on top of Kims discovery that in the West No Dong was virtually synonymous with eunuch it was just too much for the Korean dictator to bear.

Actually, N. Korea once requested that U.S. sends them the machine to detect counterfeit dollar bills. They "claimed" that their country is overrun by counterfeit dollars "from outside.":-)
It is not beyond the realm of impossibility that N. Korea would demand the state-of-art counterfeit detection money at some point in exchange for them starting to shut down now-obsolete Yongbyun reactor in N. Korea.:-)
