Draconian enforcement of morality laws is no replacement for the Biblical teachings on truth which has provided the underpinnings of Western civilization. Ultimately, you cannot legislate morality.

Of course you can. We do it all the time, and have for time immemorial. Now whether it changes the behavior of the people is a debatable point.
