I have not read the entire report minutely, but a quick review reveals that there are no recommendations aimed to deal with passengers who refuse to comply with the rules of flight that the rest of us are expected to observe.
This is bordering on criminal incompetence.
After all, Americans have a perfect right to feel apprehensive while flying, and the cause of that apprehension should not be allowed to abuse the "rights" of citizens and legitimate residents.

following statement contained within:

POGO appears to be a rabidly left-wing org trying to find fraud in govt. Do they look at welfare? NO. They seem to only want to get Big Oil and the Pentagon.
