CA: Spay-neuter bill shelved

Legislation to require statewide spaying or neutering of dogs and cats was shelved Wednesday after receiving a chilly reception by a Senate committee.

Assemblyman Lloyd Levine opted not to pursue a vote after it became clear that the Senate Local Government Committee would not accept a last-ditch amendment to narrow the scope of his bill.

Levine vowed to revive Assembly Bill 1634 next year.

"I think we can get to a solution," Levine said. "But the first thing opponents must do is to acknowledge that there's a problem and work with me to solve it."

AB 1634 was a legislative lightning rod that prompted more than 20,000 people to send letters or sign petitions in support or opposition.

Spectators began lining up outside the Capitol about 6 a.m. Wednesday, nearly two hours before the session of the Senate Local Government Committee.

AB 1634 was intended to reduce the burden on animal shelters by restricting reproduction.

The bill would have required dogs and cats to be sterilized before they are 6 months old, unless they meet one of several exceptions in the bill.

Violators would have received the equivalent of a "fix-it ticket," requiring them to comply within 30 days or be fined $500.

I think that is a shame. I’ve volunteered with rescues and been in overly crowded animal shelters. The amount of sweet animals sitting there waiting for adoption breaks your heart. It’s even more disturbing when you realize they may get put to sleep. If people would just spay/neuter their pets, the amount of strays and homeless pets could be reduced. The cost shouldn’t be an issue. There are vets or clinics who will do it for incredibly cheap or even free.

What about spaying and neutering democrats and illegals? I hope those options are still on the (operating) table.

Good. One of our cats was a rescue kitten. Those organizations, as wonderful as they are, refuse to let the animals go to their good homes until they are spayed or neutered. Our little kitten was probably around 4 months old. They spayed her with two other female kittens the same age, maybe her sisters. Well, the other two kittens with her DIED from the surgery, probably from the anesthetic at such a young age. We got our little kitten and she was pathetically weak, thin, and near death herself. With love and kindness and jar lids of milk, my little boy brought her around, and she’s the best cat in the world now. But spaying at 4 months is definitely too early.

No Lloyd. You lost. Your opponents don't have to do anything.

And why should government mandate this on responsible pet owners who don't let their dogs roam free? Bob Barker has been doing the right thing with his PSAs and all that(until now). That's the way to do this, not at the point of a gun

The bill doesn’t seem that bad to me. They allow for a litter of mixed breed puppies, and exemptions for show or ill animals. The sticking point seems to be “hobbyist” breeders.

There is also the law of unintended consequences, which means people that can’t afford or don’t want to afford the cost of neutering will just kill their animals or set them loose to find their own way. I’ve picked up several great toms whose owners couldn’t be bothered.

They say they spend 33 million on shelters. Perhaps they could find a fund to provide neutering free as part of the bill. Yes, it would cost but certain things are cost effective. If managed correctly a neutering bill might be one of those things.

Good. It was stupid. It would have destroyed an important source of working dogs, not to mention inducing serious inbreeding problems.

Unforunately those who are irresponsible and let their animals overpopulate aren’t going to pay attention to new laws.

Instead, the animal rights organizations, like the Humane Society of the U.S, PETA, and dozens of others, should take some of the millions they raise in the name of helping animals and donate to free spay/neuter clinics. Instead, they raise money and use it for lots of things you would disapprove of, and leave the volunteers at local shelters struggling to keep their doors open to address the overpopulation issue.

Check out sometime how much the HSUS spends on spaying, neutering, housing or feeding animals. You’ll be shocked.

Many Americans send these mega organizations money thinking they are helping animals. Send your money to the local shelter instead.

Calling HSUS (raises about 80 million annually on behalf of animal welfare), or PETA (raises tens of millions annually), the Doris Day Animal League, Fund for Animals, and on and on, dozens of animals rights organizations raising tons of money, which do nothing to feed, house, neuter or spay any animals.

Thanks for all you have done.

We’ve rescued a few here too and found homes for some.. It has made an impact in the stray population, now if we could just get the dang squirrels.

We have been lucky to have some good local vets that also do spay-neuter for lower fees..

I cringed when I first heard of the bill.. what a power trip some of these people are on.

How’s your Pup doing? Wife#1 is still wanting a small dog,, we’ll probably do whatever is available at the rescue. I hope the cats don’t mind.

Thanks. I’m glad to hear that you rescue too. Right now we have 4 dogs and 2 cats. Only one of the cats was from a breeder. The four dogs were rescue (one was from a pet store, but she she was not in the best shape health wise and has had various problems over the years), and one of the cats was a neighborhood stray. We tried to rescue a cat about 6 years ago, but she ended up having advanced feline AIDs, and she had to be put down.
