Of course, it was totally in keeping with his long record of support for the radical agenda of the "Log Cabin" homosexuals whose support he courted assiduously when he ran for the U.S. Senate and when he ran for Governor.
Romney wrote this letter to the homosexual "Log Cabin Republicans" on Oct 6, 1994.
Keep in mind that his opponent was none other than ultra-liberal Senator Ted Kennedy:

One issue I want to clarify concerns [grammar in context] President Clinton’s “don’t ask, don’t tell, don’t pursue” military policy. I believe that the Clinton compromise was a step in the right direction. I am also convinced that it is the first of a number of steps that will ultimately lead to gays and lesbians being able to serve openly and honestly in our nation’s military. I've never understood how characters like Romney and Leftists in general have been allowed to violate our basic 'freedom of non-association'. If I as an employer, employee, landlord, tenant, etc. choose not to associate with someone for whatever reason, e.g. believing them to be of low character, etc. that's entirely my enforceable right.
