Great post. Do you suppose New Mexico's governor and Dem presidential candidate Bill Richardson will see fit to enforce that law?

Also violates the general civil rights laws against discrimination based on national origin, by providing benefits to illegal foreign nationals while denying them to US citizens.

You can make a nice class action out of this by out-of-state students denied similar treatment and being discriminated against on the basis of their national origin as U.S. citizens.
