Since I have been monitoring these terrorist websites and forums for a while, I can tell you that it is extremely hard to get the terrorists who use them because most of them are expert in hiding their IP addresses and they teach each other how to hide their IP addresses. Moreover they use the "private mail" feature on these forums to communicate any sensitive information that it is important.
Making the enemy BLIND, DEAF, and MUTE exceeds any other benefit we can get if the enemy is still seeing, speaking, and hearing.

Also possible that some of them have been set up specifically for that purpose. It would be an excellent way for our law enforcement to ferret out terrorists, especially the independent wannabees who can be quite dangerous, but aren’t actually plugged into things like which websites are really run by the Islamoterrorist bigwigs.

Why are you recommending that we complain to the ISPs? Shouldn’t we be alerting the FBI to any of these that we know about, and then letting the FBI deal with the ISPs? After all, that would make it easier to protect FBI/CIA-operated decoy sites, and also let the FBI have a crack at real sites they might want to have a crack at, before they’re taken down. I’m all for citizen involvement, but this doesn’t strike me as the best approach.

These sites will re-emerge with a new host shortly. The effort to kill them is futile. I, for one, feel its best to leave them be. There is information to be gathered from them.

The FBI/CIA have to face much more legal hurdles to shut down a website than regular folks like us who send the complaints to the Internet Provider who host these websites. Also I greatly advise that we should also contact the FBI and tell them about these terrorist websites, there is nothing to lose in doing so.
If the FBI and CIA have a decoy websites to attract the terrorists, I think they will make sure that the internet provider who hosts it does not shut it down.

And we keep going after the new Internet Providers who are hosting them to shut it down.
Many have a "Hollywood View" of how spying on the enemy should be, in real life it is much more difficult than it appears in a Hollywood spy movie. Shutting the terrorists websites and forum is the most effective way to badly damage the enemy communications.
