Any violence isn’t because of the present handover, it’s just a continuation of what began when they pulled back after their raid on the police station. The milita run the police in Basra. Basra was never more than when it was where Sinbad set sail for huge adventures, and it wasn’t more than a $%$&hole then.
This could be a deliberate strategy to expose traitors, groups hostile to a free Iraq, or Iranian conspirators. Like Iraq was a magnet for Al Qaeda after the war started, Basra will be a magnet for Iranian terrorists.
