Yes he was. Also, remember that it was Rubin as Sec of Treasury who got Pres Slick Willy to use BILLIONS of US Taxpayer dollars to bailout Mexico after they defaulted on their debt and the Peso went in the hole —even after Congress voted down a bailout. And guess who was the investment firm that held the largest portion of Mexico’s debt? That’s right —Goldman Sachs.

Clinton’s bailout of Mexico was really a bailout of Goldman Sachs.
