Terror Ties Shock Ex-District Officials {DC school official}

He was a well-dressed, soft-spoken man who was devoted to his large family and seemed knowledgeable about ways to repair Washington's broken down public schools.

Kifah W. Jayyousi's chief problem as a D.C. school official appeared to be a reckless determination to get the job done, those who knew him said. He lasted less than two years before he was booted out, but no one suspected that the mild-mannered naturalized U.S. citizen from Jordan might be associated with terrorists.

On Thursday, a federal jury in Miami convicted the former chief of facilities for D.C. public schools of conspiring to murder, kidnap and maim overseas; conspiring to provide material support for terrorists; and providing that support. He was convicted along with former Jose Padilla, whom the government has accused of plotting a radiological dirty bomb attack, and a Lebanese-born Palestinian, Adham Hassoun.

Prosecutors accused Jayyousi of participating in a support cell with Padilla. Jayyousi, they said, promoted jihad as a religious obligation through a newsletter called the Islam Report. The newsletter also delivered updates on mujaheddin fighters and solicited donations, prosecutors alleged....

In one transcript of a wiretapped call cited by prosecutors, Jayyousi asks a codefendant in the conspiracy to look for an "opportunity for us to come and visit . . . for Chechnya." Jayyousi was also portrayed via a wiretapped phone conversation as praising Osama bin Laden.

Yesterday, people who knew Jayyousi in Washington in the late 1990s and early 2000s said they never suspected him of terrorist, militant or extremist leanings...Jayyousi, who is in his mid-40s and has five children, was hired from the Detroit school system in 1999 by former superintendent Arlene Ackerman to help fix the District's crumbling schools. In Detroit, he had overseen a $1.5 billion capital improvements program.

They waited until Saturday to even mention he was a defendant. He is a naturalized U.S. citizen from Jordan. Why are these people in our country?

Within two years of coming to the District, Jayyousi ran afoul of then-Superintendent Paul L. Vance for misusing school funds. He was dismissed on April 13, 2001.

And the rest of the teachers who were interviewed said he seemed so capable, so nice, so hard-working, blah, blah, blah. I'm beginning to think the public education system is populated with a bunch of very stupid and incompetent people who oughtn't be out in the real world without a keeper. And they're teaching our children.

Do we even need to contemplate how many kids a determined jihadist in such a position could kill before anyone could stop it????

This one was caught, but how many more have infiltrated our free society and are just waiting for the "right moment" to strike????

President Signs Visa Waiver Bill, Including H-1B Amended Petition Provision, and EB-5 Pilot Program Extension

The President signed H.R. 3767, The Visa Waiver Permanent Program Act on Monday, October 30, thereby enacting it into law. This bill makes the Visa Waiver Program permanent, and also includes provisions that extend the EB-5 pilot program for another three years, and eliminates the requirement of filing an amended H-1B petition in many corporate restructuring situations.

The President also signed on Monday H.R. 2883, the Child Citizenship Act, which automatically grants citizenship to certain foreign-born children (including adoptees) of U.S. citizens. On October 27, he signed H.R. 4681, which provides for the adjustment of status of certain Syrian Jews in the United States.

President Signs Bill to Ease Citizenship Requirements for Foreign Born Children

On Monday, President Clinton signed a bill that makes it easier for foreign-born children to acquire US citizenship. The law would grant automatic citizenship to any foreign born child when at least one parent is a citizen (whether by birth or naturalization), the child is under the age of 18, and the child is residing in the US in the legal and physical custody of the citizen parent pursuant to lawful permanent residence.

For foreign born children who do not meet these qualifications, parents may apply for naturalization on behalf of their child if at least one parent is a citizen (whether by birth or naturalization); the citizen parent has been present in the United States for a period totaling five years (two of which were after attaining the age of 14); the child is under the age of 18; the child is residing outside of the United States in the legal and physical custody of the citizen parent; and the child is temporarily in the United States pursuant to a lawful admission and is maintaining such lawful status.

The bill also includes a provision to provide a limited waiver for unlawfully voting in a US election, or making false claims of US citizenship. The waiver would apply to the criminal, deportation, and inadmissibility grounds.

These waivers are available only if each parent of the alien is or was a citizen (whether by birth or naturalization), the alien permanently resided in the United States prior to attaining the age of 16, and the alien reasonably believed that they were a citizen or were entitled to vote at the time that the violation occurred.

Thanks for posting. Excellent article. I was going to post if somebody else didn’t.

The WP spends more time interviewing past co-workers who defend this perp than talking about his crimes. This story is really important, imho, but very poorly written by the WP. Unbelievable spin, actually.

I agree, it’s very important.

And, frankly, I’m more worried about who we are letting into this country LEGALLY than the others. I think we’ll get a grip on the latter. But when the government keeps announcing more special visas for people from Islamic countries, more special groups from Muslim countries who get to come in here and be placed all over the US (such as the Somalis who are now causing so many problems in Minneapolis), I think we’re building our own fifth column.

And it’s not a fifth column just waiting to support a foreign attack, it’s a fifth column launching any attack from within that it finds possible. How many jihad-crazed Muslims have been legal (often student visa) immigrants who suddenly go berserk and decide it’s time to kill an infidel or, better yet, a Jew? No other immigrant group does that.
