Defeated after midnight in a move to get a pay raise through the Legislature, California's correctional officers union suffered another setback Wednesday when state labor negotiators said they were prepared to unilaterally impose a new contract on the prison cops.
If it is approved by the Legislature, the "last, best and final" offer by the Department of Personnel Administration would give the 31,000 members of the California Correctional Peace Officers Association a 15 percent pay raise over three years. Other benefits and pay differentials would push the total compensation package up almost 20 percent.
DPA Director David Gilb said the union has until the close of business Monday to respond to the offer. He said the final offer doesn't necessarily mean the state will "post conditions" on the union but that the unilateral action is all but certain.
"At some point we probably will, but I don't want to speculate on the timing of it," Gilb said. "We can choose to implement any or all of our last, best and final. We hope they accept it. That's the preferred outcome."
CCPOA President Mike Jimenez expressed strong disfavor with the proposal that mirrors the state's Aug. 22 offer that the union has rejected.
"They can shove it," Jimenez said.

Wednesday's hardball play by the state came barely 14 hours after the Legislature scuttled the union's end-of-session end run around the collective bargaining process in which the CCPOA jumped from the negotiating table into the Capitol in an effort to get a pay raise.
The Union's prank seems to have backfired.
I wish someone would impose a 15% pay raise on me.
Correctional officers are payed better than local police as it is.
The prison guards union (and Lobby!) has been a major player in Ca. state government since the Gray Davis days.
They have gotten totally out of hand.

Not to put too fine a point on it, but by definition that would not be a contract. A decree, maybe, but not a contract.
Unless you can say that showing up for work is implied “acceptance.”

LOL they should just stick to: Prison Guards/Thugs and Co. I’ve always thought of Prison Guards as ppl with issues. lmao. and I can’t believe theyre making more money than a Police Officer.
