Nope, Bush's pick. W did nominate him to head Homeland Security, after all.
W did it on Rudy's recommendation, to be sure, but the Mayor of New York doesn't get a "pick" when it comes to Cabinet positions. Bush (and Alberto) take the blame for that blunder.
