Is that just a cool pic or is it a cool pic from the Pasadena event?

If I’m not mistaken I believe this photo was taken in the wake of either Hurricane Rita or Katrina. If you look in the very foreground of the pic there is debris that looks like roofing. Someone who knows for sure please correct me if I’m wrong.

I think that is a neighborhood in New Orleans post Katrina.

Good question and I am glad others have answered, because I am not sure. But I can see how it could be from the hurricane situation.
