To bring a prosecution against a Clinton (him or her), a US Attorney would have to clear it with the US Attorney General. A state prosecutor would have to clear it with the state AG. (This is routine procedure on "high profile" prosecutions.)
The Democrat AGs would never approve. And the Republican ones conclude, correctly, that the legal war would not be worth the political cost, and that no jury would ever convict. Therefore, the fall of the Clintons must be political, not legal.

Vastly different standards apply to Democrats and Republicans. Think about Richard Nixon, not guilty of a tenth of what either Clinton has done, yet hounded out of office.

Chris Dood, while Chairman of the Senate Banking Committee squeezed banking interests out of $13.6 mil, while running for President - all for 44 votes in the Iowa caucaus. No Republican would be given a free pass for that.
